We understand that a formal process of making a complaint can be unsettling and intimidating for some, so we created the CRT to provide a simple way to make it easier for communities to make short, direct and confidential reports of discrimination, sexual harassment, hate speech, vilification, victimisation, human rights concerns, or change or suppression practices to us. 

Making a report is not the same as making a complaint.   

When you make a report, you tell us that something happened but we will not be able to follow up or take your matter further. If you want an outcome for what happened or you want us to follow up, you will need to contact us or make a complaint.  

You can make a report to the CRT anonymously. This means that you do not need to give us your name or contact details, and you can choose not to be contacted further.   

You can simply report what happen to you, when and where it happened without giving any details about your identity. 

You do not have to tell us your name but – if you want to – you can give us your name and email address and ask for us to contact you for information and support. We will not share your name and contact details with anyone else. We will keep this information private. You can read more about our privacy policy here.  

We can listen, explain your rights, provide information, offer referral services or explain how you can make a complaint using our free, fair and timely complaints service. 

The CRT is an online portal that sends your report confidentially to the Commission by email. Our trained staff enter CRT reports into our protected database.   

The CRT itself does not retain the reports or any record of reports that are filed. All reports are sent directly to the Commission in the form of an email. Personal information provided by a community member are treated in strictest confidence in accordance with the Privacy and Data Protection Act 2014 (Vic), and the Commission’s secrecy obligations under the Equal Opportunity Act 2010 (Vic). 

Once a report is in our data-base, we share only de-identified data about what has been reported – without giving out any personal information such as your name or contact details. 

When people report what is happening in their community, it helps others. This helps government, communities, policy makers and law reform advocates get better at addressing problems and helping communities. 

We share data, including de-identified experiences shared in reports, through our annual report, website and data requests.  

This data matters for a number of reasons: 

• it can help you – the person making the report – know that you have contributed to helping others even if you don’t want to make a formal complaint 

• the data helps to identify patterns, emerging issues or trends that need more attention in Victoria 

• the data helps to recognise systemic problems that are urgent or require a greater intervention  

• the data helps inform our advocacy to better address discrimination, sexual harassment, hate speech, vilification, victimisation, human rights, and change or suppression practices. 

In 2025 – 26, we received 381 reports of discrimination, vilification, sexual harassment, victimisation, and change or suppression practices through our CRT.

In 2024 – 25, we received 348 reports of discrimination, vilification, sexual harassment, victimisation, and change or suppression practices through our CRT.
