Witness statement for the Royal Commission into Victoria’s Mental Health System – Jul 2020

Supplementing our earlier submission to the Royal Commission into Victoria’s Mental Health System, Commissioner Kristen Hilton provided a witness statement on 15 July 2020, exploring opportunities to enshrine a right to health in Victoria’s Charter of Human Rights and Responsibilities.

About the witness statement

The witness statement looks at how the inclusion of a right to health in the Charter could drive the cultural change needed to improve how services are delivered to people with mental health conditions. It also examines how Charter education can transform public authorities’ engagement with their human rights responsibilities, and the role of OPCAT monitoring mechanisms in enhancing protection for people in mental health facilities.

It also includes details of complaints and enquiries related to mental health received by the Commission.
